Dr. Yaacov G. Zvulun is a lecturer and researcher in the fields of local political participation, local government, and civil education. He received his PhD from the Department of Political Science at Otago University, New Zealand. His recent studies have examined civil education and encouraging political participation in schools and on the municipal level. Dr. Zvulun also lecturers at Wingate Academic College in the School of Education, serves as an external consultant in the Local Government Center on the subject of the ethical code for local authority heads, and lecturers at the Center. From 2004-2010 he served as a member of an interfaith organization in New Zealand and gave frequent lectures on coexistence, contacts between clerics (Muslim, Jewish, and Christian), and drawing communities closer. As a member of the interfaith organization in New Zealand, Dr. Zvulun helped strengthen the relations between the Jewish community in New Zealand and the State of Israel.

Dr. Zvulun received a scholarship from the New Zealand Electoral Commission for his study on the subject of political participation in local authorities and turnout rates among New Zealand citizens. He studied electora behavior in New Zealand and factors influencing turnout. As a doctoral student, he held the position of lecturer at Otago University and taught various aspects of political participation. In 2016-2017 he was a research fellow in the Kettering Foundation, Ohio, which is active in issues relating to democracy, and contributed to the foundation through his study on civil education in Israel.
